Meeting Notes
Reports
Chancellor Reed, Chancellor
*Spoke about system currently in the process of searching for five
presidents
*System having major challenges finding new presidents
*2012-2013 budget does not look good with potential 200 million trigger
after electionthus system dealing with great uncertainty
*Must look at all options for this loss such as programs and other issues
*System needs to figure out how to deal with labor contractsit will be
difficult to deal with these contracts
*Enrollment is another challenge facing the system. It is difficult to
manage it since there are long time lines involved in accepting students
which is not on the same time line as the budget
*Once those students are admitted system has moral obligation to deal with
them and not attempt to disenroll them
*The State has changed some of the particulars of system finances such as
debt service and benefits
*If the tax measures do not pass higher education is in for very difficult
times
*Prisons have a higher budget than the UC and CSU combined
*Approximately 105 Chancellor¹s office staff have lost their positions with
reductions in the main office
*System is attempting to combine functions across various campuses such as
computing systems
*Discussion on shared governance. Reed apologized for not having seen
faculty system-wide vote on academic freedom and pulling it back from Board
of Trustee meeting
Ruth Black, CSU Online Executive Director
*She comes to CSU via law school, National and Chapman University
*Has been onboard for four weeks now in CSU
*She wishes direct, open and meaningful dialog with faculty
*She would like to capture 100,000s of former CSU students who have not
completed their degree within CSU to come back and finish
*She answers to new CSU Online Board
Ben Quillian, Online Executive Director
*Spoke of the 750 million dollar reduction this year
*ALO proposal is to move CSU debt service to CSU base budget
*New ALO proposal would also move CalPers amount CSU base budget
*He is not optimistic about November ballot measure passing
Faculty Trustee Bernadette Cheyne
*Spoke of November BoT meeting where meeting had to be stopped due to
protest
*Emphasized need for shared governance and bring that message to Board
*She spoke of her willingness to visit our campus
John Travis, CFA
*Here in Long Beach for mediation and to report to Academic Senate of the
California State University (ASCSU)
*Contract negotiations are very very very difficult
*He believes this contract to be critical to faculty
*Recognizes importance of shared governance
*Contract is a critical firewall for faculty for an over reaching
administration
*CFA is attempting to resolve as many issues as possible in mediation that
is currently ongoing
Shared Governance
There exists great concern regarding shared governance system-wide.
Considerable discussion was held to discuss ways forward including a vote of
no confidence against Chancellor Reed. A committee will be formed of
senators to further discuss this issue.
Passed resolutions
Early Faculty Involvement in CSU Initiatives AS-3051-11/FA
Expresses concerns about recent curricular initiatives that have moved
forward without appropriate faculty involvement. It asserts the faculty¹s
primacy in the curriculum, expresses support for the Board of Trustees
statement on collegiality, and asserts that faculty must have meaningful
involvement in all curricular initiatives.
